Making successful places depends on different professional disciplines working together, as well as collaborating with the non-professionals whose opinions and decisions matter. These are skills we must develop.

Capacitycheck focuses on the specific skills relating to urban design. It should make acquiring skills, awareness or understanding less of a hit-and-miss affair, both for individuals and organisations. It can provide an objective measure of the skills we have, a means of benchmarking them, and a basis on which to develop further skills.

The skills development that Capacitycheck can help us plan will need to be complemented by three other factors:

• Leadership (organisations that shape places need top-level commitment to design).
• Policy (local authorities need policy, guidance and procedures that will support high standards of design).
• Organisation (organisations need to be structured in ways that support design).

Leadership, policy, organisation and skills need to be developed together as the four elements on which successful urban design depends.
